In the past, the shortlist process was entirely manual, based on the submitted bid documents. Each applicant had to prepare and upload their documents. After the application deadline, we reviewed all applications and selected the best ones for the shortlist.

Many providers whose applications were not considered found it difficult to understand why others were preferred. They often commented that the process lacked transparency and that the effort involved was disproportionate to the result. For this reason, some top providers also refrained from participating.
